I’d say the development team was just being lazy, except they have like a shit-ton of generic character models available to slap some armor/weird ass arm on. Why they’d use a unique model if they only needed a placeholder is…weird.
I suspect Namco was heavily considering making “Dumas/Nightmare = Raphael” an actual plot point, but ended up dropping it because of time constraints or something. (Raphael was confirmed rather late in SCV’s development, wasn’t he?)
